Get to Chandigarh (if you are incoming from Delhi). Take a bus (Volvos ply on this route) or a cab to Shimla. The toy-train from Kalka to Shimla makes a novel though time-consuming experience. Flights to Shimla have recently resumed, but do confirm with your travel agent/ website before you decide to be air-bound.
